Are Liberals now free to obstruct from the Senate?

If you can run a huge government department from the Senate, why can't you stop government legislation there too? That's a question Liberal senators might be asking themselves today after Prime Minister Harper appointed Conservative organizer Michael Fortier to run public works from the upper chamber.
