Required reading for all Quebecers today
I think everybody in Quebec needs to read this analysis of constitutional precedent written by Norman Spector in today's Globe and Mail.
In fact, my bet is that both the premier and the lieutenant-governor of Quebec will be reading it very carefully, too.
